The Game Master (or GM) is the player running the game. It is up to them to read and interpret what the rolls mean. Players should try not to argue with their GM over what the dice mean as every GM will control the game in different ways, but it is up to the GM to ensure that the game goes smoothly and that ultimately, all players have fun.
